Heat 1 tablespoon oil in a saucepan over medium-high heat. Add chicken and cook until well done, 6 to 8 minutes. Set chicken aside.
Add remaining tablespoon oil to same pan over medium-low heat. Add onion and garlic powder and cook for 5 minutes. Add flour and cook for 1 minute. Slowly mix in chicken broth and potatoes and bring to a boil. Reduce heat and cook potatoes for 10 to 12 minutes.
Add milk and nutmeg and cook on low heat for 3 to 5 minutes. Add cooked chicken, corn, and green beans and cook for 3 to 5 minutes. Add a pinch of salt and pepper. Serve hot with crackers or bread.
